Because he is no killer. Thats why he is anxious everyday thinking that he asked someone to kill someone. He's not going to do this without the persuasion of Lord min.

he doesn't and never had it in him to have someone get killed. jihwa's no antagonist, he's just doing stupid things. even now, he's having horrible anxiety. i'm just waiting for him to snap out of it and realize what he's trying to do isn't going to benefit him in any way.
