Manipulating him using Cheongho to get him to secretly give up wasnt done to spare Hyunjin being hurt, he knew perfectly well he'd also get hurt this way, it was so he could avoid actually facing Hyunjin's feelings. Again, it's totally understandable but it was selfish.
That and the fact that he also had zero knowledge on Cheongho but was still fine throwing his "dear" friend into his arms if it meant he'd move on from him
