I think it's more so the fact that the thoughts of liking Hamin is crazy for him so he's saying that the water is hot because hot temperature in general causes your mind to be hazy and not think straight with the possibility of even fainting. Yes guys I know the uke is at fault for not communicating but let’s not pretend the seme is perfect either - you saw how he pushed himself onto the uke and it ended up being painful for him - that’s a pretty big problem too - he’s not communicating either
