And why does the state think that late bloomer guides are a threat? What's the difference? Are they afraid they can't control them, as they power-up the Espers or something? It doesn't make sense to me...Shouldn't they rather fear on Espers without a guide more?

They are afraid because they’re not indictronated. Guides who awaken normally grow up in the organisation, that’s how it looks like.
