Yes him that dark haired lawyer. Why can't he understand that there are cases that cannot be resolved the way he wanted. If he wanted to reform bad students why is it that he is trying to fight the PTR agency for closer when they also wanted the best for the children, he could fight them through cases but he insists that he wanted the agency to be closed. Impediment is hindrance right? if I'm correct then yes he is a hindrance.
