If he had not been wearing the blindfold, the situation wouldn't have occurred. Just because there was no penetration doesn't mean it's not cheating. The seme is just trying to justify his actions and being greedy. If the uke is not able to meet his physical or physiological needs or whatever, then they should not be in a relationship and he is the one that asked to uke to be with him.
