It's not a flashback. The scene just changed to the present Marley. Three years after eren( and Mikasa, admin..etc.) found the ocean. Marley is at war with the mis-eastern combined fleet. The present scene shows Marley trying to conquer the Slavic fortress which is blocking their attack. The elodian kids: falco, gabi, sophia/zophia, udo, and corto are the nominees that will inherit the titans power. They are presently being tested if they are fit for the role(by being sent to the frontline).
