Well, it's kinda these younglings first gay experience after all. So they still somewhat attach top position with masculinity and bottom one with being cute. I think author deliberately make their characters like that so that they could develop to learn that making love is about feeling good together, doesn't matter top/bottom. I don't think it's a cultural thing.
It actually is a whole cultural thing that's the whole strife with the majority of the genre because it relies on character's to have certain personalities for the most part to align the sexual position they practice due to stereotypes. Given that the genre is written for an intended female audience most find the notion of cute uke and masculine seme to be relatable visually but also inherently more acceptable. When we have instances of the opposite of the masculine uke and cute some it's seen as novel because of this usually expectation of roles and personality traits. Actual gay men know a sexual position does not dictate whether your partner is cute or not nor their physical outwardness, but because we for the most part are conditioned as a society to adhere to heteronormative expectations even within queer(lgbtaq-etc) relationships, challenges to the status quo always come as something grand when they're otherwise mundane. This is even more so in Asian cultures where the average person doesn't actually know a queer person just what they've seen on or read in the media, as queerness is still not wholly acceptable and openly shared.

Read American M&M (gay male) romance, most of which is written by women, they include lots of stories in which the men switch roles.
I think it's got to be cultural because Americans do have names for roles in gay relationships, but they also have terms to describe switching roles (i.e. flip fuck, reversible, versatile).
Hmmmm.... yes, I totally agree about that. It's the problem with the trends in yaoi literature. Yaoi is made by women for women, thus, it is not surprising that it has that type of stereotypes. That's why Japan has bara as well.
But if I think about it more, Japan since the old time has this preference for cute/young people. In Japan, if we want to compliment someone beautiful we commonly don't use the word 'kirei' but 'kawaii'. In the homosexuality history of Japan, they have something called nanshoku and shudo, where the monk and samurai have sexual relationships with prepubescent boy (of course the boys are the uke). The relationship is said to build trust between the mentor and the mentee. They take the younger boy as a lover usually until they come of age. The most famous example is Oda Nobunaga and Mori Ranmaru. Japan also had male prostitutes, also young boys, but they are often dressed as a woman.
With how they like the cute type, which is often linked to young girls and young boys (or young looking ones), it gives birth to another genre and fetish like shotacon and lolicon. If we read isekai manga nowadays, almost every manga has loli character. I was also pretty surprised when I know they have very young pop idols (11-14 years old) and allow them to take gravure pictures and wear sexy clothes and bikinis. And many Japanese people see nothing wrong with it.
Thus, I think it is no surprise that the stereotype with top/bottom position in gay relationship is strong like that. That's why many of them prefer that the uke is the cuter one or the younger one. When the uke is older, it becomes another fetish.
