It was always the evil lady's hero. Once the scan groups changed then it changed to villainess in love. If you look at the first couple of chapters it's evil lady's hero though.
So this is what I think happened.
Rowan made a wish when he was small and Erin’s mother granted it with the spell. So as soon as he saw Erin’s emerald eyes, he would recognize her. Since Erin is the medium by which the spell will be carried out , she cannot be killed. I assume time restarted because they never confessed their mutual love for each other so the spell was not completed and time restarted.

No, their love for each other did happen however they realized it too late which means his wish did came true bcs noel did actually love the duke. However, they realized it too late thats why the duke was reincarnated once again remembering his memories. He remembered his memories bcs he was the one that wished for it, now his job is to find her and love her the fullest, not by the magic, but his true self. He also needs to protect noel at all cost to stop the past from repeating itself.
