There's a recently shared manga here that has a pretty similar synopsis but it's about two friends who got separated because the other guy's parents were extremely strict. Then they rekindled their friendship during High School after the other guy moved to his grandma's place in the same neighborhood as the mc. Can anyone remind me what manga this is? I also thought of that manga while I was reading this one especially at the part where Sora said to Oto that "But I don't dislike it". In 'Bokura no Tsuzuki' the uke also said something like that to the seme.

You could say the Cop awakened his voyeuristic desires because of the exhibitionist--which kinda makes sense. Still very criminal and weird tho.
I will forever think about this manga and will never move on. I swear if I ever become truly rich I'll spend every last penny just to have this completed.
