I think when you're dating a long time friend, you can't help but expect that the way they behave towards you when you were just friends would translate into your new relationship.
Aizawa had known tsuji for a long time. He knew how fickle, needy, and dependent tsuji could be when it came to him.
So aizawa assuming that they would be better off broken up when he became too busy to take care of tsuji is understandable. He never expected tsuji to be truly in love with him, and he never expected that tsuji would work that hard to stay by his side.
It still sucked, he should've talked to tsuji face to face, but again, it makes sense. Aizawa was afraid that he wouldn't be strong enough to break it off with tsuji if they met. And because he thought tsuji wasn't serious with him, he thought that breaking off via telephone was enough. It's all understandable. No one is perfect, both aizawa and tsuji had their flaws--but those flaws weren't irredeemable and they worked hard to make their relationship work.
