I think the wacky tits are also a part of that one fetish where a mangaka would make a handsome or pretty women have someone crazy going on with their body (ie wacky tits, weird genitalia, hairiness, something else wild, you get the point). In this case it's a literal manifestation of what the father in law has been doing to Haruka.

Diana was probably a good person but has become lost in fear and greed. (Ie grew a massive ego) It's probably why she lost her powers to begin with. I don't think she meant what she said to Diana (At least the first part she said. She's still stupid af tho cause all it did was make her sound like a hypocrite) and was probably hoping she could just put Hess in a corner by saying some dumb shit like that. It's also very clear that Diana really does think that she's above her own actions, and that because Hestia isn't her that it's ok to point fingers.
