I'm only summing this up, so the reason why this "dad" of hers is up on the north is for him to kill a dragon and offer it to someone in exchange of the cure for fl. Another reason as to why some people view him as a bad "father" was because he didn't want to get attached to her? knowing she's fragile and might d-e any minute? The FL and ML are not related at all no worries. It would have been too obvious.
The FL's biological father is the emperor of the enemy country. He is introduced very later in the story coz this is really a uncle-niece bonding story.
