RJ is Eugene, a fugitive who brought the drug K3 and in the end stays with Jooyul. The cop was handed over to justice and charged with several counts.

When there's a placeholder uploaded, the previous placeholder was replaced with the actual chapter. So everytime a new placeholder is placed, the new chapter was also uploaded at the same time. Hope this answer your question :)

Usually there is, but if I’m remembering correctly the ch. 73 uploaded before was a lower quality scanlation and not the official translation, which is was why it was replaced with this one and the uploader is notifying about placeholders again.
