It is explained better in the novel but the ranks in this world are determined by the amount of experience a person has, which is tracked by the guild. As the mc is starting out as a “new” warrior he has to be given the f rank because he has “no” history of taking quests. It’s also what he asks for

Yeah, Tact/ Takt was the idiot antagonist from one of the later arcs in WN. Tact stole legendary weapons, killed several major good guys, and caused a lot of grief for all good guys in general. Tact and his harem may have had absurdly high levels, but no practical skills so they can were able to be curbstomped with next to no effort.
