I read a good theory on this discord server. Rose is basically grooming and training Lily to obey her and have sex on command. Pims and sexual predators do the same in real life, and it's common in hentai. Anna has trauma due to her whore mother. So, the idea is that Rose will pimp out Lily like a whore. Lily being Lily will understand nothing of this and feel like she is being loved. Anna will later see this and get double trauma. Probably by seeing Lily saying she loves someone who fucks her.

If the story meant for Lily to love Anna it sure failed in that regard. So, Anna and Lily wouldn't even make sense at this stage.
