I think the Ichijou head had Shigure killed because Shigure tried to escape town with the boy Shiro. Shigure knew too much about the group (e.g., drug dealings and stuff) so they couldn't let him run away. In the prequel, Mods, Shiro was kinda gang raped and beaten up really badly. Seeing Shiro come back in tatters triggered Shigure to want to protect the Shiro (who was like a little brother to him). It seems like he probably couldn't afford to pay off Shiro's father's debt and save Shiro that way, so he could only choose to take Shiro and leave town. But it seems he was killed on his way from Haru's place to pick up Shiro though ╥﹏╥
