The impression he'd given to the commander was that he doesn't care for her at all, so Any matter that does not effect him and deals only with his wife, he could care less an would rather not be bothered with knowing her actions. This dizzy spell is actually trivial, why would alphonse at the time be concerned that his wife felt dizzy? He had no interaction or feelings for her. Times had changed but he never relayed that to the commander so his pondering and decision made sense which is why he wasn't upset with the commander.

That would have been weird in turn because they both don't know each other. If a classmate suddenly handed you a forgotten object, how did they know you forgot this exact notebook? How did they know that you were going to be coming back to school to get it? It'd be like she was stalking him, and what's worse she has pictures of him as well. Hopefully she won't be confronted about that.
