I think Todd changes his appearance to how he thinks the new sheep watcher will be attracted to. The farmer owner said don't trust anyone because Todd comes in different forms/appearance/hair color/size. ..eta. The farmer owner has probably heard from the sheep watchers that it always a man but it's a different man each time. This is why the farmer owner is like don't trust anyone because he doesn't know exactly how Todd looks but he knows some man keeps tricking the sheep watchers. This is why he is like don't trust anyone.

I think the farmer owner always gets these strong men because he thinks they can handle the sheep/farm life. I know that farmer owner is mad. He probably like this happens every time. The farm owner really needs to get a twink to watch the sheep.
