She's not the reincarnation of Toji lol. Her and Toji were affected by the same Heaven Restriction, that took away their ability to use curse energy in exchange super human physical prowess. The difference between the was that Toji didn't have a twin, where as Maki did. If you read last chapter, then you'll know that twin is jjk world are thought as the same being by curse techniques. Because Mai had curse energy and Maki wasn't supposed to, it held Maki's body back from completely awakening. So when Mai died, she took all the curse energy with her, making Maki's Heavenly Restriction complete.
