I'll have to go back to read The World After the Fall, but I'm sure it's another world in the universe by the standards when I look at the ending arc of ORV in the novel. It leads me to believe that, but could also be that it's just an alternate universe entirely. I'd have to go back to look for hints or clues otherwise.
