I don't really see it that way. It may look like they just got back together. But it's been 11 years. They are 36, they're mature, they know that they want one another. After soo much time, a believe things are in perspective. But the author hints that the uke keeps stabbing the seme with jokes about the time they were apart to make the seme feel bad
The seme took 3 years looking for the uke. That's why when he finds then he just jumps to say he loves him and he's not going anywhere. It's the message he needs the uke to know above anything else
