While the current crown prince, Paris, is the son between the emperor and his lover.
So Paris and MC is stepsibling with same father different mother.
However, the emperor manipulated the rumour into:

It's much more likely by a thousandfold that he's her father than not, due to the facts that it was never even implied that Elenia was married before and that she did a lot to get him to look at her, specifically by raising his son from another woman. Why would a woman who was willing to go that far for someone she loved have been married before to someone she most likely didn't love (if she did love another man and he was the FL's father his lack of mention even in passing becomes even more suspicious)?

Lastly, the current emperor was always referred to as the FL's father, never stepfather.

Yeah I guess it's a little confusing. I mean we've been shown pictures of two different hot blond and red eyed guys (one older and one younger) who aren't Apollo and obviously not Paris given what his portrait looks like in the family tapestry. But maybe the younger hot blond and red eyed guy is her uncle that her mother mentioned just before Gaius killed her. But that's neither confirmed nor denied yet.
