Ok a lot of people got different answers...but this is my understanding....the emperor has many wife's.. empress... queen...and concubine...the empress is #1...the queen is the wife tha is to help the empress keep control..while the concubine are just spares... if the empress and queen die then the concubine becomes the one on top......but she had no real power if the king still lives or if the crown price has an empress...
