I think I got it. Since a citizen from xianle killed everyone else, he left the emperor alive so that the emperor would kick-start a war. But MC killed the emperor to leave no witnesses. Then later he found Ah Le and heard about Ah Les plans for war, and killed An Le to prevent his plans. Keeping the safety of everyone. I think. So the emperor just had to die as the last witness to stop the potential war...

Well first things first. Anastasia was never an empress, she was a princess. The youngest or one of the younger daughters of the royal family when they were murdered during the Russian revolution. For those who don't know. The publishing company for this series was toxic. The author/artist had to leave, but unfortunately the publishing company owned the rights to the book. So this book will never be finished, because the author doesn't work there anymore and she is legally unable to produce more chapters
She got the rights back, she made an official announcement. She said she would continue it, probably after she finishes her current series.
