Clayman isn't a demon lord for the reason is that he was there as a pawn for demon lord kazaraem(an ex-demon lord who leon kicked out the same way as rimuru but he alive), basically speaking, kazaraem put him there. The demon lords are pretty lenient actually and they just need powers for you to sorta earn a seat with them. Well, things get confusing but Ramiris and Dagruel(I think) are an example of not true demon lords as they did not exactly have the demon lord seed shit. So overall, he is a failure of a demon lord as he doesn't even have a seed plus he was just there due to his unique skill puppeteer or something. SIMPLE WORDS, HE CLIMBED RANKS.
But he's a demon lord nevertheless, not till Rimuru beats the shit out of him!
