Maybe its that mindset of yours. Try to keep in mind that its a SHOUNEN manga, not yaoi or shoujo, or any typical romance manga. Haru's doing a good job, she goes well with the plot. If ahe is such a useless character, the story would've suck. Obviously its far a way from suck and *sighs* maybe you just lack the experience of reading shounen manga.
I dont think so i lacked on that department and i am indeed a fan of shounen manga but i dont know for you or anyone but maybe you have an experience where you find someone really annoying in reality eventhough they dont do anything bad to you or when you just met someone for the first time and he or she is somehow off to you. Well it is the same case for me, i know that shes doing a good job to keep the story goes on and i dont really have a problem with that but just as what i have said before, i just dont like her.
