He’s talking about the long-haired guy(haru). Because at this time he already decided he needed to change himself before coming back to haru and confessing his love for him. He also said he needed to apologize because of everything he’s put haru through (for example heartbreak) so yea, he’s talking about the long-haired guy and confessed his love for him in the current chapter :)
