I feel the need to say that’s Not really true. Each prefecture sets 13 as the minimum to decriminalize sex between minors but it’s still illegal for adults to be with minors there. For example, in the US I believe it is still technically illegal for minors to have sex with each other. It’s just not something that police actually do anything about. But no, japans age of consent is NOT 13 and each prefecture sets it own age limit.
