Yes she is a victim but in chapter 18 page 10 it is clerely stated that she choses to use the Bron's power to terrorize and taking her sorrow and anger out on the other maids, all the while she knows they can do nothing about it because she is using the Baron's power to do so.

See, it's easy to pass the blame. Yes, it is sad that they went through a negative experience, but they can seek help. I think we should focus on what the person did and think of how they can redeem themselves, right their wrong. But if they don't want to and continue to see themselves as the victim, then it's just how they are as people, and it's disgusting.
