No, and yes xP. He has no power of his own. But there is an OP technology company that makes special suits and those suits can replicate powers that you want (I think there's a thing needed for that like a lot of data from the powers you want to replicate, tbh can't recall) . All might also used one of those suits on the last battles against AFO. And after deku lost his powers, bakugo basically saved a ton of money to make a suit for deku that replicated his powers (kinda). I think the gift was from all the class A, but it that chapter it's said that bakugo was the one that sponsored the biggest part.
