Hiya I don't want to spoil anything but it should become a bit clearer eventually! The fragments are the 'power' essentially that these national level hunters have. They're one side of the war and the monarchs are the other side (there's more to it than that though but that's for future chapters).
It's like how jinwoo is the shadow monarch. Each top hunters has this power thingy name :D
