Yeah, I think you can only edit him out if he already peeped.
And for someone to be able to peep, the other must not realise they are being peeped on.
Hence, the peeping man on Yume's screen managed to peep on Hama & her screen without her knowing.

But as for the director, her peeping man was not able to peep on her before getting edited out.
Only if you allowed "them" to peep on you or your screen then you can be saved after edit him out.
The reason why her previous worker was killed while she survived so far was because the worker is the one doing it face to face with the peepingman, and since the worker did it without anyone working behind them, the peep can't peep so he got pissed.
