I think he was a bad guy who was working for the outers but they decided to give him a mind control artifacts to be sure he does his job. Don't quote me on it because I said I don't understand.

I think he was an outer who was given a mind control artifact as a means of keeping information about outers from leaking in case he was captured, like a suicide pill of sorts

If I can remember from the novel, he was an outer and the ring was an artificial that Crow mask could use to mind control him from not revealing any information. So when the person died, they said that it was due to the influences of ‘mind control’ that made him do what he did. Because technically if the academy found out that it was a commoner who did it, it would cause a much larger rift between nobles and commoners, which was what Crow mask intended for, but thankfully it was changed by Desir.

The professor was an outer, but, for the sake of his goal Desir said that it was mind control, taking advantage of the ring that the crow-mask gave to the professor.
