I don't think it was even meant to be sexual/lustful it was just pure worship, and it just happens to involve the need of a release. For y'all tgcf lovers out there (spoilers), it's like how Hua Cheng worshipped Xie Lian wholly and put him on such a hugh pedestal and still made thousands statues of him including ones that depicted them both intimate together, and how he probably also got off to it all as a form of relieving his pent up emotions. And before y'all come at me with "but the portrait was younger her" Xie Lian was 17 when he ascended and that's how he's depicted in all hc's art. Reinhardt to Wilhelm is the epitome of salvation rather than an age or a body, and thus this portrait was his only physical form of her that isn't her herself that he can gaze at. Also reminder that this portrait was made and hung in the palace AFTER she married Michelle so she was already married at that point. Age relevancy in such plots aren't similar to current standards.
ANYWAY aside from all the explanations, I find this scene brilliant because it showed how unhinged Wilhelm is when paired with the monologue of his worship of her and him viewing her from the lense of his past life as well. Deranged (not in a toxic way) main leads in love is always a pleasant surprise to witness for me tbh.
