Honestly I understand you, someone isn't interested in dating another person but the other keeps on dating them and not allowing them to break up. It sounds toxic and icky but Makoto clearly does have an interest to some extent, if he didn't he wouldn't consider Harutos feelings when trying to break up. Plus Haruto isn't really hurting Makoto in any way other than annoying him occasionally.
