If the father is the all powerful duke who is also a war hero/tyrant/king of high society; he would 1000000% struggles to express affection to his children.
On the other hand, fathers like Gallahan who expresses affection and care so easily to his child ended up struggling to make his place in society and remain an invisible person in the shadows.
Hmmmm. I wonder if the society is the problem here. Regardless, there is also the pro of being unnoticed like Gallahan, of which Tia wouldn't be a target for assassination so young in her life since her father has no domineering presence whatsoever. The con of fathers like Vincent/Raegis/every other emotionally constipated fathers was that their position is heavily scrutinised by society that simple affection to their children might as well like they themselves hanging a target mark on the kids. Guess it was a blessing in disguise that they all are so emotionally constipated.
You poor, poor, man.
And yeah, the church totally have something to do with all the powerless light magic users in the history. Exclusivity brought forth power after all. If they suppress the power of all light users to the point that it was so rare and only made sure the one they have chosen to be the only powerful one was from THEIR church...they can literally stand on top of the world as the most superior power.

I both envied and rofled at Sabrina right now. Front seat view of the whole scandal.
Btw, am I the only one who think I have read an ORV fic of JoongDok using this similar plotline?
Is it possible to ask for the link or the title?
