Actually, he didn't even realize he liked chase untill very late. And he didn't make moves on him when he was a minor, (19) and they had sex after New year's, when he turned 20 (legally adult in Korea).
Also, chase always wanted to do that with Joel so it's not like Joel pushed himself on him. They did it with each other's consent and Chase wasn't a minor.
