In the beginning of the manga the date 11/28 was circled so I think that was the day kouichi came back and announced he was married. I think that's why it's so important! Hope this clears something up :)

It was circled in the calendar and then he complains (to himself) that because of that (the marriage) kouichi was absent for his birthday
