And what punishment do you think he'll get? NOTHING. He has power in the era the story is set. Seungho is also not written as the villian but rather another character to develop and is actually another victim. He also gets hated by other characters for his behavior and he'll have to make amends to Nakyum. Obviously he does feel guilt and he immediately thought he fucked up.
