im pretty sure the reason why commander rejected hawen is because if they did date it would be a power imbalance and also they were both in the military on the field so they could have died at any time and that kind of misery and sadness would be too hard to handle but lets go back to the power imbalance. hawen was a solder and commander was well.. a commander. hawen could of gotten promoted so they could be on equal footing but then it would seem like he didnt really deserve it. and in that sort of environment its best to wait till your not in that sort of environment or workplace to actually get into a relationship so it doesnt seem like a power dynamic issue. so commander waiting to confess to him after they both got out of the military was actually the best move for both of them but it was also kinda at the expense of hawens feelings sadly :[
