I think Eunhaeil is already dead, when he save the boy from the ocean. Since he did a good deed, the Goddes which he call, grant his wish to give him a chance to patch up things with Pado whom he hurt so bad. He doesnt want to die yet when Pado is still angry at him. And so He live but he can turn into water, in any moment(beacuse he originally die in ocean). Once Pado decided to forgive hime he will turn into water, just like the cover picture. You can see how Pado is crying while Eunhaeil is slowly turning into water. (〜￣△￣)〜
So sad I want them to be together and be happy. Maybe pado can save him with love (▰˘◡˘▰) I don’t want him to die!!!!

I agree with your theory OP!! I also think the spirit woman or whatever is Pado’s birth mom cuz they have the same hair and lips! So perhaps there will still be a happy ending somehow with both alive… (I’m delusional)
