He’s entire goal was to make sure his sister was safe and to make sure she never had to experience anything he had to but she was stringed along bc of Kalihya and had to become a hostage and witness multiple killings. Not to mention he has ties to Kalihya anyone from his organization can easily put the blame on Noah saying that he was Kalihya’s boyfriend but left and that’s why Kalihya decided to pull the mass shooting.
