I reaaally think she *is* the grand sorceress herself.
(1) Cecile remembers a different past (her maids and the village she grew up in. She also weirdly doesn't remember much from her younger days as if it was purposely hidden from her. She may have sealed it herself.
(2) Cecile was able to cast a powerful spell and bind a dragon. And she tamed it! The spell was something she remembered she read very vaguely from a book before that she could not have known at all in this present life. Where did that knowledge come from?
(3) Grand Sorceress asked about Eugindiph's blood 24 years ago and is now currently 24 years old. The only way that makes sense to me is if she was reborn or somehow turned back time.
(4) If the Cecile now is the Grand Sorceress' daughter, then who's the father??? It can't be someone else, right? And if it's Estian himself then the child would have had Eugindiph's blood in her as well. That can't be true. It's also weird for the Grand Sorceress to birth a daughter in order to cure Eugindiph's blood.
