Ngl, I always thought about this but I want to say it. In my opinion, I think it's not required for a person to have a quirk to be a hero. You could be a hero in many ways. For example, a police man or any jobs that serves your people or country in general. There are many aspects in the world that can make you a hero without power/quirks. I for sure would like to see midoriya be something else in the future with his quirks gone.
