Essentially her plan is for the Prince (king?) To get unbelievably sick after eating Ginger's food. That way either 1. She gets suspected for trying to harm him and 2 he will never be able to confidently eat her food again.

So crazy guys is obsessed with cayena( remember he married her in the past and abused her) and the brown haired guy hes talking to is one of Rezefs aides and is get suspicious of cayena( remember she trying to get rid of ppl who support her brother In the palace so she can be see as a valuable asset and doent have to be married off). Those two guys are planning something against cayen and the Duke while they're at the temple (which is a neutral area where the emperor hold no power)
Remember cayena and the Duke are creating a fake "husband" for her to marry later so she can basically live freely far away from the palace

A bit of both? This is not a romance story or an action one, and none of the major players are involved (or seem to care) for romance, but some characters that have interacted with Natsume have been involved in romantic liaisons and some stories have involved Natsume to be proactive.
Generally though, this is a slice-of-life shojo manga.
