I think it's mostly just to keep us readers in anticipation. Also, Hiba seems to get a kick out of Rikka's reactions so they're gonna drag out the foreplay before they actually get together. ╮(￣▽￣)╭
I get that but usually they come up with some reason to keep them apart eg. They can't tell the other one's into them, an over protective parent etc. There's no reason for them not to be together, so there's no anticipation for it to happen.

It's enjoyable but predictable that there is gonna be a happy ending at the end of each chapter so there's not much to anticipate... But after reading the last chapter update maybe this is a sign that things are gonna get more thrilling? Especially now that we know the God that saved Rikka is obviously not ordinary based on their conversation.

If you're read through the other stories from this author, you'll notice that main characters in one story appear as side characters in others. They all take place in the same world. Kuroneko Kareshi no Asobikata is the main one. You could think of it as the lead one for the manga because the characters in that one appear a lot. What's is the end game for this manga? I know it's a harem but there's no main love interest. Also every plot line gets resolved in 2-3 chapters. I wonder how the author will choose to finish it.
