I think only till the part of foreplay can be considered as consensual while the following one is not since he's drunk and they didn't even agreed on that beforehand. If you actually put this situation in a hetero rs it would really be rape. Even though he agreed, since some peeps have really low tolerance with alcohol and eventually don't really mean or unconscious of their decision the moment they are drunk.
