I almost feel that this is a plot hole. Obviously, the CCG knew she was the one that killed her family, but they still allowed her to undergo a surgery that would let her become an incredibly powerful individual...? No psych evals, no anything?
I agree. Not only did they allow a murderer become half ghoul but are the doves now making extreme unethical decisions to exterminate there enemies? Even if they need investigators, why risk having such a dangerous person? Maybe she is a psychopath and was able to lie her way through but that only makes me question her story and motives.
indeed the ccg's methods are getting more twisted and cruel, but apparently its still not as bad as to allow such ''gruesome creatures as ghouls'' to live so its just being turned a blind eye to and continued to be seen as right deed to exterminate the foe..... alnd about tooru being allowed to undergo the operation despite her past being known i cant help but to also question as to why arima was allowed to keep kaneki... everybody knew how tricky and complex his situation is and that he's quite dangerous and the possibility of him turning back, what happened in the end, was also known to pretty most investigators i guess, so why was arima allowed to? obviously he is not the highest standing rank in the whole ccg ..honestly theres a lot of questionable things about the ccg..
Yeah! I was thinking about the whole Arima / Kaneki situation too. I mean I'm glad he's still alive but why was he allowed to keep him? So many questions....
