I think it’s for sure him, like in one of the more recent chapters I think, there was a panel that had a family portrait of the royal family, and I believe it’s the 3rd prince that had the exact same hair cut and hair color as this guy. (They didn’t have a face tho but I think that almost certifies it’s supposed to be that guy because this dude is so unnecessarily sus lol)
